perhaps check antivirus log. might be blocking steam/game. check window security/controlled folder access. if on, add exceptions for steam/game. also maybe game overlay or streaming software or co-op software causing problems. The thing is, I had no problem with Half-Life 2 and this usually ain't a problem.
